Draft Plan
The Draft Comprehensive Plan (2026–2046) updates the City’s population projections and establishes the future growth strategy to guide development over the next 20 years.
Below are links to the latest drafts of the Main Plan (Volume 1) and supporting technical analyses (Volume 2) for each topic. We encourage you to review the materials and provide feedback. Comments can be submitted in the following ways:

Volume 1. Main Plan
Volume 1 is the primary policy document and presents the City’s Vision and Guiding Principles, Planned Growth Strategy, and Land Use Framework. It also addresses key aspects of city planning, including housing, parks, transportation, major infrastructure investments, and climate change.
