2026-2046 Plan Update

The City of Airway Heights, in collaboration with Framework Cultural Placemaking, is updating its Comprehensive Plan to meet State Growth Management Act (GMA) standards. The project started in November 2024 and is expected to be adopted by October 2026. The updated plan will include visioning, goals, and action steps across key elements:

Land Use: Align development capacity with housing and employment growth targets.
Housing: Expand housing capacity and affordability across all income levels.
Transportation: Advance multimodal access, ADA accessibility, VMT reduction, and traffic management.
Parks and Recreation: Update levels of service to support projected growth.
Utilities: Plan for future water, sewer, and reclaimed water needs.
Capital Facilities: Plan for facilities and investments needed to support growth.
Economic Development: Support employment growth target and enhance business environment.
Climate Resilience (New): Establish policies to strengthen climate resilience and reduce greenhouse gas emissions.
Tribal Coordination (New): Strengthen coordination and collaboration with Tribal governments.

Planning Commission Public Hearing: August 26th, 2026 at 6:00 p.m.
City Council and Department of Commerce Joint Public Hearing: September 14th, 2026 at 5:30 p.m.
City Council Public Hearing: October 5th, 2026 at 6:00 p.m.

Public Engagement

The City of Airway Heights focuses on inclusive outreach, ensuring all voices are meaningfully included, especially from ethnic communities, marginalized groups, lower-income households, people with disabilities, LGBTQ+ individuals, and the School District. Efforts include:

Targeted Outreach: Partnering with community groups for targeted engagement, multilingual materials, and accessible events.
Translation: Collaborating with translators to provide culturally relevant communication, particularly in Spanish and Marshallese.
Tribal Engagement: Inviting the Spokane Tribe of Indians, Kalispel Tribe of Indians, Confederated Tribes of the Colville Reservation, and the Coeur D’Alene Tribe for government-to-government discussions on mutual interests.
Accessibility: Ensuring accessibility for individuals with hearing or reading impairments.
